Independent Living Centers and their Role in Self-Direction

What Are Independent Living Centers (ILCs)?

Independent Living Centers are community-based organizations run by and for people with disabilities. ILCs support independent living in and around one’s community. According to the Administration for Community Living (ACL), there are over 400 ILCs in the country.

The Independent Living Movement

The Independent Living Movement began in the 1960s. It advocates for the rights of people with disabilities to have control over their lives and make their own decisions. This movement led to the creation of ILCs, which focus on peer support and self-help.

Services Provided by ILCs

ILCs offer various services to support self-direction:

  • Peer Support: Connecting individuals with disabilities to share experiences and advice
  • Independent Living Skills Training: Teaching skills like budgeting, cooking, and using public transportation
  • Advocacy: Assisting individuals in understanding and exercising their rights
  • Transition Services: Supporting those who move from nursing homes to community living or assisting youth transitioning to adulthood
  • Information and Referral: Providing information about available resources and services

Statewide Independent Living Councils (SILCs)

Each state has a Statewide Independent Living Council (SILC). SILCs work with ILCs to create state plans for independent living services. They make sure the needs of people with disabilities are met at the state level. There are 56 statewide SILCs around the country.

How Independent Living Centers Support Self-Direction

ILCs play a crucial role in supporting self-direction by:

  • Empowering Choice: Providing information and skills training to help individuals make informed decisions about their lives
  • Promoting Self-Advocacy: Encouraging individuals to speak up for their rights and needs
  • Facilitating Community Integration: Supporting access to community resources and opportunities

Independent Living Centers are vital in promoting independence for people with disabilities. Through services like peer support and skills training, ILCs support individuals to live independent lives and stay engaged in their communities.
