How to Monitor Electronic Visit Verification (EVV) Usage

In Wisconsin, EVV is required for all Direct Care Professionals (workers) who provide IRIS self-directed personal care (T1019, SDPC) and routine supportive home care (S5125, SHC and (S5126, SHC). Any DCP who provides these services does not live with their participant must use EVV. EVV assists tracking and recording services performed so DCPs can be paid accurately and efficiently.

Any refusal or failure to use EVV can force participants to be removed from their program and/or find a new DCP. Careful monitoring of EVV by the participant is necessary to ensure compliance with EVV requirements.

How can you monitor your Direct Care Professionals EVV usage?

The following steps should be followed to ensure EVV compliance.

As the Employer (Participant), you are responsible for making sure your DCPs follow IRIS EVV policies. These include:

  • Ensure Direct Care Professionals receive EVV training
  • Ensure EVV check in and check outs are completed by DCPs at the beginning and end of shifts
  • Deliver EVV check in and check out corrections to PremierFMS as you would with a timecard
  • Review EVV information with DCPs to reinforce EVV requirements
  • If using a telephone to check in and check out (telephony) for EVV recording, please communicate landline numbers with PremierFMS. For more information on how to use telephony, please read How to Use Telephony.

Participants can monitor DCP’s EVV usage by reviewing the CareTime portal in their dashboard:

  • Review how many shifts were submitted and compare it to how many shifts your DCP provided services for.
  • Review how many times a shift was edited, making it non-compliant.

Direct Care Professional Responsibilities

  • Access and review EVV training materials
  • Check-in and check-out with CareTime, or telephony for each shift
  • Communicate with PremierFMS and the Participant when you need to correct check-in or check-out times or to report a power outage that lasts longer than 24 hours

How to Ensure EVV Compliance

  • Clock-in at the start of your shift on CareTime or by using telephony
  • Ensure location services are turned on to capture GPS location when using the CareTime app
  • Use the correct and authorized activity codes
  • Clock-out at the end of your shift on CareTime or by using telephony

Making Sure Your Visits Sync

In order for your timecards to show in the main CareTime application, the visit information sent from your mobile app needs to Sync wit CareTime.

Visits store on tour phone locally, so you can still provide service in areas with little or not internet connection. The app will send information over once your connection is strong enough to do so.

Next to visits under “clocked in jobs” and “completed today” you will see either a checkmark or circled exclamation point icon, as seen in the image below.

If not synced, find a stronger internet connection

  • If possible, connect to WIFI
  • Locate a spot where your cellular internet data has a better connection
  • Hit the sync button at the top of the screen (blue icon with two arrows going in a circle)
  • If the visit does not show a checkmark next to it, repeat steps 1 and 2
    • If you still have issues, try to sync the data at a later time in the day
    • If you still see the exclamation point icon (!) after completing steps 1-3, contact PremierFMS
